The “Ankara Regional Jurisprudence Forum” was held on March 31 and April 1, 2022 in the İsmail Rüştü Cirit Conference Hall and the Training Rooms of the Court of Cassation within the framework of the joint project on the “Strengthening of the institutional capacity of the Court of Cassation”. The consistent application of judgments of the Court of Cassation by the courts of first instance and regional courts of appeal in accordance with the educational role and leadership of the Court of Cassation and the resolution of cases without delay were discussed in the forum.
In his opening address, Mehmet Akarca, President of the Court of Cassation, said that the most important duty of the Court of Cassation and its greatest responsibility towards society is to ensure the unity of case law in view to guarantee legal certainty, equality before the law and legal predictability. In his address, Cristian Urse, Head of the Council of Europe’s Program Office in Ankara, underlined that participants from the regions, members of the Court of Cassation and a team of consultants would be brought together to discuss systematic issues related specifically the effectiveness and efficiency of the Court of Cassation and regional courts of appeal, practices in other European countries, the implementation of European human rights standards and judgments of the European Court in these forums which will be organized respectively in Ankara, Istanbul, Gaziantep and Antalya. Fevzi Yıldırım, Secretary General of the Court of Cassation, made a presentation on “the objective and expected results of the case law forums under the project” after the opening remarks.
The session was moderated by Hikmet Kanık, Chairman of the Publications Committee and member of the 3rd Civil Chamber of the Court of Cassation. Among the speakers who contributed to the session with their presentations were Dr. Mustafa Saldırım, Deputy Secretary General of the Court of Cassation, Tülin Kurtoğlu, President of the 4and Civil Chamber of the Ankara Regional Court of Appeal, Yeşim Garipoğlu Özen, President of the 6and Criminal Chamber of Ankara Regional Court of Appeal and Assoc. Teacher. Ali Ersoy Kontacı, Consultant of the Council of Europe and member of the faculty of the Faculty of Law of the University of Ankara.
In the forum where group work and plenary sessions were held over two days, opinions were exchanged on recommendations aimed at improving the quality of judgments and ensuring the consistency of case-law.
The joint project on “Strengthening the institutional capacity of the Court of Cassation” is co-financed by the European Union and the Council of Europe and the Court of Cassation of Turkey is the final beneficiary of the project.
